A patch tag isn't "extremely difficult", especially since I've been asked to produce them in the past, and it takes the whole 5 minutes each one in this thread has wasted discussing it.
Now you take me out of context :) I don't consider ADDING the line a difficulty (at all!), but actually a help for new contributors, when they look in a package and want to do work (like a simple update).
Not having the package properly documented is the 'extremely difficult' burden.
