Well, first of all the use of "ceph" user and group for the Ceph daemons is itself very new.
Second, although Fedora and Debian agreed to reserve 167 as the UID/GID for ceph, we were unable to get this reservation in SUSE. Why are we unable to get this reservation ? Perhaps it is possible to get a valuable reservation lower 100 like it is for postfix (51), named (44), tftp (50) I think it should be possible to find a free number for registration on SUSE
