This is how I already name the files for the packages I've adapted to this in Fedora and openSUSE. It does have to be installed into %{_sysusersdir}/%{name}.conf, but that's fine to separately specify. It's probably better to simply not specify a specific file name for the original Source file and leave it to the packager.
