Like yourself. His point is that the assertion that Recommends: can and should be replaced by default with Requires: is false. It is false because they aren't equivalent. Neither is it correct to replace it with nothing by default, because that isn't equivalent either. It has to be decided on a case-by-case basis by the packager, therefore the current behaviour (build breakage until the packager changes something) is the only sensible one. Which his _exactly_ what Adrian said in his initial reply to this very thread.
