[opensuse-packaging] Introducing Package SaX3

Hi All, I am introducing package sax3, which was a part of my gsoc project to you all. I have packaged the most part of it. As darix and yaloki suggested, I have it now in X11:sax too. I would like to push it into factory but I am unsure about the legal reviews that are required so if you check it and let me know.
