13.1 is not marked as maintained yet, that's correct. I suppose the submit to openSUSE:13.1:Update will create the correct maintenance request. I haven't tried it myself though. For the update I needed I asked Benjamin :-)
it will, but it will lead to the exact same error as with creating the maintenance request manualy as Vitezslav did.
