This can be well accepted, in those situations: - The patch came from an upstream VCS; not all commits are done based on bugs; but this should be mentioned in the comment, something along the lines 'taken from upstream git' - The patch adjusts 'default settings': would be nice to have a feature / bug for tracking, but in reality they are often not arriving like this (think adding default RSS feeds to a news reader) - Upstream is dead; Note: up to now, patch tagging is not enforced in Factory (by the factory review team). There are various devel projects which do require it though.
