AFAIK it is not needed anymore since rpm takes care using file triggers?
openSUSE has not elected to implement the file triggers that Fedora and Mageia have for running ldconfig. You still need the ldconfig scriptlets.
As far as I'm aware, there have only been a few ad-hoc conversations about it.
