No, just copy it to a repo meta file.
That needs conventions. .changes is a convention. A random file whose name contains at least one capital (I have seen NEWS, README, README.md, CHANGES, ChangeLog, Readme and ReadMe in this thread alone) is not a convention, sorry. How anyone could seriously suggest that an interested person should go hunting for random files in /usr/share/doc/packages/$name/SoMeWhErE instead of using _one well defined way_ is beyond me. If it's in .changes or somewhere else doesn't matter that much, but it must be in _one defined place_ for all packages. Currently that one defined place is the rpm changelog, generated from the .changes file. Note that the current policy is nothing new. This whole bruhaha thread is coming about five years late.
