[api] fix attribute defintion validation and route
* rewrite the attribute type schema in relaxng to become valid
* enable schema validation for attribute type defintions
* bring the attribute definition routes in sync with our standard scheme
=> osc api -e is working now
* old routes still working, but declared to be obsolete with 3.0
