Catch OpenSSL::SSL::SSLError exceptions when ...
... reporting back to the SCM/CI
This exception is thrown by httparty, the rubygem used by the Gitlab
rubygem. Therefore, we catch this exception only when trying to connect
to a Gitlab instance.
