Switch from sass-rails to sassc-rails
sass-rails uses a Ruby implementation which has reached end-of-life. We
could not switch earlier because libsass, the C library that is used by
sassc-rails, was not in Leap 42.3. Now that our production VM was
upgraded to 15.1, we can switch to sassc-rails + libsass.

Update README for Leap 15.1
Leap 42.3 is end-of-life, we don't need to keep instructions for it in
our README. The latest Leap version is 15.1 and is recommended along
with Tumbleweed.

Refresh Ruby Versions in CI
Ruby2.4 is not supported in this project anymore. The production
instance runs Ruby2.5 now.
The newest Ruby version, 2.7, is also tested against from now on.

2.1.4 is the latest version of bundler and can be installed via
gem install bundler
1.17.2 is not availble in Travis for Ruby versions 2.5.7 and 2.7.0
