[backend] switch from fullcache to dstcache
This is an extra layer so that we can have an additional cache
for the bininfo data next to the old fullcache.

[backend] ignore "/outdated" marker in :bininfo.merge
This marker will be set by the scheduler if it uses the
bininfocache instead of updating the on-disk data.

This should speed up both the processing of built packages and the
removal/wipe of packages.
