[backend] fix cpeid handling in the tracker cache
The current code could not work as the cpeid was never
written into the tracker cache.

[backend] support a 'ympdist' publish flag
This will set the 'distversion' attribure in the group element
of the generated ymp, so that the software stack can check if
the ymp is suitable for the system.
