Those are the "slots" on your motherboard in which you connect your add-on cards. It's like AGP. Since you have your sound card on-board you don't have to worry about this.
As far as cable is concerned I think I removed it sometimes back, but does it make a difference becuase in windows XP it works fine...
Windows XP does not require that cable connected. Don't ask me why. Connect that cable again and audio CDs will work.
