it seems there is some kind of problem with ftp.halifax.rwth-aachen.de. We do not get any traffic, but synchronize every few hours (and I ran all jobs manually shortly after your mail).
Could you investigate?

Public announcement is for 13:00 UTC/ 14:00 German time, so you should get traffic then...

ftp.halifax did up to 4.5 GBit/sec for OpenSUSE just with HTTP. BitTorrent did 300-800 MBit/sec during the whole time. Total traffic spanning all projects peaked at 5.02 GBit/sec with a daily average of 2.44 GBit/sec.
