download.opensuse.org always resolves to 195.135.221.134, 2001:67c:2178:8::13, but should redirect you to a mirror in Turkey, unless the requested file is not mirrored.

Infrastructure issues are best reported to admin@o.o I see two mirrors in Turkey, with Verinomi having the highest priority, so you should have been given Verinomi. If you can provide the URL you were trying to download, I can check the status for you. -- Per Jessen, Zürich (26.4°C)
