There is absolutely no explanation for this from their side too (I am Turkish, can read Turkish lang). You can easily see yourselves: wget -vvv [1]https://ftp.linux.org.tr/opensuse/tumbleweed/iso/openSUSE-Tumbleweed-DVD-x86... They also block ICMP ping replies, is it even allowed? I believe (based on my experience and ping measurements) Bulgaria which is just west of Turkey will serve as a better mirror for Turkey.
