Yes, if you get some Chinese or Russian mirrors, that could easily be the case.
One problem - for you specifically - is a complete lack of mirrors in Spain.

It's interesting. If I append COUNTRY=ES, I get" Mirrors in other countries, but same continent: None". But if I remove it, I get all the European mirrors.

In a way that is good, then it is just the COUNTRY=xx mechanism that is broken :-) I tried it with other countries too - it finds national mirrors, but never any on the same continent. -- Per Jessen, Zürich (16.5°C)
