The mirror redirection is not based on performance as such - it is based on proximity of client to mirror. It is assumed that closer geographical proximity means better performance. One problem - for you specifically - is a complete lack of mirrors in Spain. What is weird though is - for your country, mirrorcache doesn't even think there are any mirrors on the same continent, so it lists mirrors around the world. (including many in Europe). I'm going to open a ticket on that.
