Additionally, for such a topic like a magazine no permissions are needed for *anybody* to work on it. It's great that you want to continue on this one and an earlier update would have been appreciated. There will be always some important events going on, like currently after release activities, or Google Code-in, then will come some opensource fair, and so on. Just keep working, not waiting, and don't forget to tell the rest of interested what you are doing, just as Manu did. In my humble, he is your best ally, as he is the only one that actually did something for your idea, not taking a bit of credit, even the opposite. CCing people that should be subscribed to the list is extraordinary effort to make sure they will be notified.
