My mistake; I did not include all on my response to Victor. The answer is yes - that is what I was responding to. My apologies for the ambiguity in my initial e-mail.
Cheers, Josh

I am missing the context of this... What chairman?
This one?? http://news.opensuse.org/2012/02/24/continue-the-opensuse-weekly-news/ I'm sorry for being quiet recently.
<off topic> There have been a lot of hassles in my private life since the beginning of this year - I changed my job recently, have been suffering from Bell's palsy [1], my wife's major depression has got worse, and so on - so that I couldn't carve out time to work for openSUSE community. I was trying to organize agendas for restarting Weekly News, See: http://own.titanpad.com/agendas-for-reorganization-of-own-2012 but it is still work in progress.
Once you will read the pad, I think you can understand there are a lot of things to be considered before restarting Weekly News.
To be honest, I'm not so interested in being the chair or the lead of Weekly News team, because I don't value the title. I always respect others not for their titles, but for their actual works. ;-)
I think chair or lead doesn't mean hierarchy, but a role. And every role has its own authority and responsibility. One of the most important tasks for chair or lead might be organizing and offering needed information to others.
I have been willing to move on, but still it's not easy for me to make enough time to reply to lists and join the IRC channels ATM.
So if you are willing to carry forward, don't hesitate to go ahead.
Some of the tasks which I listed on the pad can be postponed or more simplified. People often say 'should', 'must' or 'have to' to others' activities. But please do not forget that the best way is the best way for the person who will actually do. ;-)
Sounds good. Josh, if you want - I suggest to look at the list of things from Satoru and then let us know what you need from us to re-start this thing. And dude, awesome that you're stepping up! Thanks a lot for that!
Best,
