We're right now producing openSUSE DVDs to give away - but due to the overhead of shipping and the cost of shipping and customs for a small amount, we only send these out to events or to people that really share. So, if somebody wants to send single DVDs in a single country for individuals, we can send e.g. 100 DVDs for distribution.
We *could* set this up, maybe find sponsors for it - either local or international. In some countries with bad network it might be worth the effort, however, in that case I would immediately add a couple of other things like a DVD with sources (so they can develop! Very doable with Git especially) and possibly additional software (eg codecs, if it's legal in said country).
