Cool that you're going to set these things up. Like Carlos a bit further in this thread I'm not exactly clear on what you're going to do.
Set up a EU-portugese forum (I hope on forums.opensuse.org) next to the brazilian one? And a separate mailinglist? Or did you want to have a joint forum but separate mailinglist or the other way around?
Maybe it is my lack of sleep, but I don't get it ;-)

If I'm not wrong, Nelson's proposal is to create a Portuguese forum under the offcial forums.o.o with the folowing configuration>
forums.o.o * Portuguese # European Portuguese (its not the write way of calling as its spoken also on African & Asia) # Brazilian Portugues (aka 'the fork' ;-) )
And my suggest is to redirect brazilian subforum to our existent www.susebr.org forum (at least for now, maybe in the future migrate all its content to forums.o.o).
Nelson's suggestions only split the forums in which he believes is more attractive for newcomers given the difference between pt and pt_BR.
