We're right now producing openSUSE DVDs to give away - but due to the overhead of shipping and the cost of shipping and customs for a small amount, we only send these out to events or to people that really share.
So, if somebody wants to send single DVDs in a single country for individuals, we can send e.g. 100 DVDs for distribution.
We *could* set this up, maybe find sponsors for it - either local or international. In some countries with bad network it might be worth the effort, however, in that case I would immediately add a couple of other things like a DVD with sources (so they can develop! Very doable with Git especially) and possibly additional software (eg codecs, if it's legal in said country).

It's my understanding that some countries have a vendor that burns and ships openSUSE media for a nominal fee. India included. Perhaps we should set up a page listing these vendors or individual contacts in regions that people can reference? Just an idea.
