Without being part of the newsletter team (sorry, no time - see sig ;-)
It's a good idea, but the header is nearly unreadable.
What about something like this:

This should combine the advantages of the easy-to-edit "table" with
readable headers.
Other options would be to use doodle.com or to (find someone to) write 
a small PHP/whatever + MySQL application with nice dropdowns ;-)
The advantage of a PHP/whatever app would be that you can reset a 
section in all languages if the en newsletter changed - but it will 
take several weeks until this pays out the needed development time ;-)
