Romanian keyboard isn't much different than an English qwerty, except that the ', #, [, ] are dedicated to special characters, and a few other keys are switched around.

It looks like there is no such keyboard layout available yet. Apparently there is only one Keyboard map for Romanian currently available: /etc/X11/xkb/symbols/ro but this is very simple and doesn't agree with the above picture. That's all, i.e. may be useful for writing Romanian but it behaves very different from the Romanian keyboard in the above picture.
