I searched a bit with Google and it appears that Mozilla and Firefox don't support Tamil yet. But there is a patch available to use m17n-lib to enable Mozilla to render Tamil correctly: http://www.m17n.org/m17n-lib/mozilla/index.html This page says the patch is still experimental.
