[opensuse-m17n] Latest fontconfig-devel doesn't include libfontconfig.la

I found the latest fontconfig-devel-2.6.0-1.1.x86_64.rpm package in M17N repository doesn't include /usr/lib64/libfontconfig.la.
I need the file to compile JD - 2ch viewer. How can I get it ?

Apparently most .la files are not needed and have therefore been
deleted from most packages recently, including from fontconfig.
But on older distributions where .la files from other packages still
contain references to fontconfig, it may cause problems deleting them.
I have therefore reintroduced them for distributions <= openSUSE 11.0:

I think the M17N repository already has the new packages now and you can
