If you don't set LC_CTYPE=zh_CN.UTF-8 and you want that it starts nevertheless automatically with your X-session, create a file ~/.xim and write export XMODIFIERS="@im=SCIM" scim -d into that file. And, to make SCIM support for example the en_US.UTF-8 locale, write /SupportedUnicodeLocales = en_US.UTF-8 into /etc/scim/config.
