New packages for k3s-selinux, rke2-selinux and rancher-selinux

Hi all, I noticed that my new amd64 machine got SELINUX enabled when I installed openSUSE MicroOS on it. Yeah! To support running k3s on top of it, it seems a RPM package is needed. I have built that one and submitted to devel:kubic. I am currently testing it, but would be glad for feedback, so this could go to Factory if desired. Same goes for rke2-selinux and the rancher-selinux package (that is based off of a PR currently). The spec files need to be cleaned up and adapted to common standards, but I wanted to get the innards working first.
