I used /usr/libexec/health-checker/logind.sh as template to check for iwd.service fails and added After=iwd.service. However, it takes a while for iwd to scan for networks and then it fails. Due to "Restart=on-failure" in iwd systemd probably also tries to restart it a few times. At that time health-checker is already done and the system is left broken. A similar situation could arise with wicked or NM of course.
