I would assume that these two packages managed to install in Tumbleweed without issues, but this experience seems to reveal some packages require an order of operations that MicroOS's snapshot design that makes it difficult to cope with.

On all of our test and production servers the update to systemd and udev 253.1 worked flawless. This must be something specific to your setup or machine.
