[opensuse-kernel] CONFIG_NET_DROP_MONITOR

My guess is it was the default when the option was introduced (2.6.30) and nobody asked to have it turned on in openSUSE configs since.

CONFIG_NET_DROP_MONITOR is now enabled (as a module) both in master and stable branches so that the module is going to be present in Tumbleweed next time kernel is updated.
