This is a common misunderstanding. CONFIG_PREEMPT=y is for dealing with low latency requirements especially with still a significant number of linux drivers and subsystems optimized for throughput. Preemption is not about preventing nor dealing with CPU saturation. Actually in most cases where latency issues arise some cores are actually idleing but other subsystems are saturated.
