I've had problem with broken export on RPi3 with the SLES kernel. I don't remember the details, I found the ports were somehow not numbered from 0 but from some strange number (458??) and I never got it working. As I was in a hurry I never got to debugging it and used the wiringPi-gpio program to control the pins instead of the /sys/class/gpio interface: http://download.opensuse.org/repositories/home:/malcolmlewis:/SLES12-SP2-RPI... This worked fine. So maybe this something worth reporting in bugzilla and having a closer look at...
