I personally work with the latest and greatest toolstack / Xen hypervisor, that is I work upstream. I am not sure what the latest requirements are but I suspect openseuse should have those requirments up to par, Juergen, would you happen to know?
The pvops kernel should work even with a rather ancient Xen (e.g. 3.4). The features you are able to use in a domU are depending on the host kernel/Xen version, of course.
