So two questions occur to me: what proportion of runs do you see the phenomenon, and what kernel are you running?
I just ran the script ten times on my quadcore computer here, which is mostly idle (logged into KDE, with some applications open). The phenomenon occurred in every run, with the process having around 150 to 200 user ticks more than the entire system is reported to have.
