Both obs kernel packages were moved to QA because they are not needed for standard users.
Actually, it is excluded from standard repo to avoid a bootstrap problem when the kernel does not boot.
Since your remarks, I've decided to add another repo to my workstation to be able to use the kernel-obs-build, but as today the repository doesn't seems to exists anymore on download.o.o ?
