Personally, I agree with both what Jean and Jiri wrote, and that is how I configure my systems. But I believe it is not the default because the majority school of thought says that it makes life too complicated for non-expert users, since they then have to learn how to and then forever more manually manage the ever-growing number of kernels that are filling their filespace. So I think Jean may be closer to the requirement, that there should be an explicit change so that the options are 1 - 2 - many rather than just 1 - many, and the default should be 2.
