I certainly did not set these. And I'd have to look it up in the sources and in the datasheets what it actually means. Maybe Alex knows it off-hand?
Upon closer look, CONFIG_SWIOTLB has been enabled in the ppc*/default configs by 36c0ed431467 ("Update to 4.3-rc5.") recently. Honestly, I do not know which setting is appropriate for the machines we want the kernel to run one. But it should be consistent among the default and vanilla configs, IMO.
