OK, and the problem is gone when you boot with the previous kernel? That is, please try to narrow down the regression range.
Haven't tried yet. However I tried the current Tails live system (Debian-based, Kernel 5.10.0-11-amd64): The symptoms are similar, but it seems other USB devices are not affected:
You are basically seeing that a bug in the device cleanup code keeps an undesd device on the HC's list of connected devices and then it runs out of slots. AMD system typically have more and older controllers with a list managed in software than Intel systems, so you are not running into trouble so soon. This really is a regression in the disconnect code. Could you bisect on the system showing the issue?
