On the HP Laptop 15-da2xxx with RTL8822CE, there is no problem with Wi-Fi, but the openSUSE Leap 15.3 and Tumbleweed could not found BlueTooth module. I've tried a few solution and some other Linux distros, but not succeeded so far. The module works properly with Windows 10 x64. The people at Realtek suggested that the problem could be in the power-up sequence in the rtw88 driver. That patch was already in my repo. Have you tried the latest version?

One more thing I noted. The lsusb output shows you with 2 Linux Foundation hubs, but the dxdiag output shows an Intel USB hub (vendor 8086). That seems strange to me.

The lsusb list does not show any Bluetooth devices. Are you sure there is a BT component to your device?
There was one person that reported a similar problem where no BT device was seen in the lsusb scan, but the device worked when Windows was booted. In my trials, Windows 10 saw the BT device and reported the device ID as "BTH\MS_BTHPAN". That makes no sense to me. Anyone understand it?
