I took a 15.1 system with /root and /home on jfs and did a "zypper dup". Was kernel-default-optional package installed on Leap 15.3 as well?

That's the problem.
On Leap 15.3, the kernel package was split to three sub package, kernel-default, kernel-default-extra and kernel-default-optional. Usually all those are installed upon upgrade via Supplements, but maybe this wasn't chosen by some reason (either you didn't enable the recommends or the product(Leap) wasn't properly enabled or such.
That is correct, I used --no-recommends.
Please try to install it manually.
