After check openqa log(https://openqa.opensuse.org/tests/3172507/ logfile?filename=serial_terminal.txt) i found a following conflict which maybe related with exfat.
The following package is recommended, but will not be installed due to conflicts or dependency issues: exfatprogs
exfat-utils is installed instead, maybe it would work with exfatprogs.
But because the same issue is on Tumbleweed DVD, it will be likely something else. https://openqa.opensuse.org/tests/3194220/file/serial_terminal.txt
In my local env, the case will pass with mkfs.exfat installed, BUT in jeos env mkfs.exfat can not be installed(caused by can not install exfatprogs).
