... and scratch my previous comment, now I see the suggested commit showing the implicit fb quirk for this device, which explains the situation.
It's a long-standing problem with those devices and we're still working on it, but the fix is still not present yet.
As a quick workaround, you may try to pass a module option for the quirk aliasing. e.g. Create a modprobe conf file /etc/modprobe.d/60-UR22C.conf containing the following line options snd-usb-audio quirk_alias=0499172f:04991111
which should prevent applying the quirk matching to 0499:172f.
