I haven't reported it upstream.
For what it's worth, I can reproduce it on openSUSE Leap 15.3 with Linux
5.3.18-150300.59.49-default on the same computer.
A difference is that powertop doesn't show any process spending noteworthy CPU
time (max 150�s/s) during the periodic hangs. But judging by CPU frequencies
(which still jump from 700 to 1900 MHz across all cores), the spiky CPU usage
seems the same, just not evident in powertop.
Some small improvements are that the periodic hangs disappear quicker (more
like half a minute) and that dmesg is more informative around the broken EDID
(which is the same):
