Please check whether it's a kernel regression. If yes, which kernel started showing the behavior?
I have no idea. As I said, it seems to have started happening when I started using a USB ethernet adapter and connecting to wired network (as opposed to WiFi). If it's related to that, it's possible that the issue has always existed and I've only started experiencing it when I started doing so. Or that could be a coincidence in which case it's almost certainly a regression because I've only started seeing this recently. But whether it's the kernel or something else I have no idea, let alone which version.
