Unlikely. It is the upstream code.
These problems never manifested when I was trying out Fedora, Ubuntu and as stated before, openSUSE Leap on the same hardware, so this is all very peculiar to me.
Well, a possible difference could be either other distros taking some downstream patches or having some different kconfig, or having some user-space setup that influence on the behavior...
