FWIW, the upstream commit that changed the behavior is e4042ad492357fa995921376462b04a025dd53b6 delayacct: Default disabled We may revert this for SLE15-SPx to align with the old behavior, but it'd need a verification from the performance POV, I guess. OTOH, it seems that this feature isn't required in general, and the workaround for iotop could be documented to the release notes, too. There is a new sysfs entry for toggling it on the fly, too.
